How do people who fly their own plane go through immigration and customs?

For example, let’s say a wealthy rancher owned land on both sides of the US-Mexico border and flies back and forth on a regular base. How does he/she go through immigration? Couldn’t he/she fly in staff back and forth illegally? Will he have to fly to an international airport every time?
